The City Council Adopts Home In Tacoma - Phase 1

The City Council took final action on Home in Tacoma Project - Phase 1 on December 7, 2021, through adoption of Amended Ordinance 28793. 

 

What's in the Adopted Package?

Home In Tacoma Project - Phase 1 includes changes to the initial Planning Commission proposals recommended by the City Council Infrastructure, Planning and Sustainability (IPS) Committee on October 27, 2021 as well as changes made by the City Council at their December 1, 2021 Special Meeting.

Ordinance 28793 provides direction on Phase 2 implementation efforts and adopts the following components:

Council's action initiates a second phase to develop zoning, standards and other actions to implement the adopted housing growth strategy and policy direction. Stay tuned for information about Home In Tacoma Project - Phase 2 which will begin in early 2022.

 

City Council Review - Key Milestones

City Council Public Hearing

On July 13, 2021, the City Council held a public hearing on the Planning Commission's Home In Tacoma Project recommendations (see below). A total of 93 people made oral comments and 438 submitted written comments. A video of the public hearing is posted at City of Tacoma - Calendar (legistar.com). 

 

On July 20, 2021, the City Council Committee of the Whole referred the Commission's recommendations to the City Council Infrastructure, Planning and Sustainability Committee (IPS) for further discussion. The IPS Committee and Committee of the Whole met six times in September and October 2021. The IPS Committee's September 8, 2021 packet included the proposed topics of discussion.


On October 27th the IPS Committee recommended the following changes:

Final Environmental Determination

The City has now issued a Final Environmental Determination reflecting changes to the project scope made through the City Council process. To read it, visit cityoftacoma.org/homeintacoma and scroll down to the SEPA Review section.

 

The final determination modifies the June 15, 2021 revised environmental determination regarding the Home In Tacoma Project recommendations. 

Next Steps 

Participate in Home In Tacoma Project - Phase 2, tentatively beginning in early 2022. 


Ways to Participate

The City is having a discussion about housing needs, development trends and neighborhood change. Using community ideas and feedback the City Council is considering changes to the Comprehensive Plan and Land Use Regulatory Code.

Home In Tacoma Project proposals

Help shape the future of housing in Tacoma by commenting on the following proposed actions:

  • Allow more housing types throughout Tacoma's neighborhoods, such as duplexes, triplexes, cottage housing, and in some cases fourplexes and small multifamily housing
  • Allow mid-scale multifamily housing in areas close to shopping and transit
  • Update design standards so new housing complements the neighborhood
  • Strengthen policies and programs to make housing more affordable
  • Strengthen anti-racism and anti-displacement policies and programs    

The Home In Tacoma Project package includes Comprehensive Plan updates, near-term code updates, an environmental review of potential growth impacts, and a Housing Action Plan to guide implementation over time. 

 

 

Planning Process 

Tacoma's Planning Commission and Housing Equity Taskforce are important partnerships for addressing affordable housing needs in Tacoma. Their work helps inform policy through engagement, research and review.

Planning Commission

The Planning Commission is a volunteer advisory group that makes recommendations to the City Council on planning matters.

On May 19, 2021, the Planning Commission forwarded their Home In Tacoma Project recommendations to the City Council (posted above on this web page).
