Historic Preservation

We provide support to the Landmarks Preservation Commission, which oversees design review for alterations to City Landmarks and building within historic districts, maintains the Tacoma Register of Historic Places, and reviews and approves financial incentives for projects involving historic buildings.

 

Projects of Interest

Convention Center Hotel

The new 22 story Tacoma Convention Center Hotel building is under construction with issuance of the excavation, underpinning, and structural development permits and after holding a ground breaking ceremony on August 8, 2017 . The building will include 303 hotel rooms, ballroom and meeting rooms to support the convention center along with commercial spaces, and approximately 400 parking spaces.  The site is located in the City Center adjacent to the Greater Tacoma Convention and Trade Center bounded by  15th & 17th Street So. and Commerce St. & Court C .

Tideflats Interim Regulations

The Planning Commission held a public hearing on draft interim regulations pertaining to the Port Tideflats, as directed by the City Council in Resolution No. 39723, at a special Commission meeting on September 13, 2017. Staff held an informational meeting and Q&A session on the subject on September 6.  The Commission is reviewing potential limitations on residential encroachment on the Port Tideflats, limitations on new high risk/high impact uses, and limitations on new non-industrial uses within the Port Tideflats. Annie Wright School Expansion

Annie Wright Schools (AWS) is planning to add a Boys Upper School (BUS) program including a new 26,515-square foot classroom building in the front lawn of AWS.  Also, expand the 8,805-square foot gymnasium building that was approved in 2016, but not yet constructed (footprint increase of 1,008 square feet) as well as an additional, below-grade floor to accommodate a new pool and locker rooms. They are also requesting to expand the two parking lots located at the southeast corner of campus. The city held a public information meeting on July 13, 2017 at 5:30 PM in Council Chambers. Comments were accepted until July 31. The applicant has been given time to respond to comments, after which the City will review the materials and begin drafting the permit decision – expected by early October 2017.

Waldorf School

The Waldorf School filed a Conditional Use Permit to operate a private Pre K-8 school within the “education building” on the Weyerhaeuser property, 4301 North Stevens.  The Waldorf School lease will be limited to the education building and portions of the site used for outdoor activities.  The lease does not include use of the mansion, carriage house, greenhouse, or chapel.   Current enrollment is 61 students though they hope to expand to 100 students.  The school operates on the same calendar as Tacoma Public Schools.  Summer camps, expected to be four hours per day in the summer, are also proposed.  A public meeting was held on July 6, 2017. There was general support for the application at the public meeting; however, those attending the meeting had questions about noise, extra-curricular activities, and traffic. These concerns were reiterated in written commentary. A decision is expected in late September 2017.  Because permitting will not be complete in time to open at the site this Fall, the Waldorf School is looking for a temporary location.

Point Ruston, Building 3A – 4961 Main Street

The Point Ruston, Building 3A, plans have been issued to allow construction of a new mixed-use building at Point Ruston.  This building will accommodate 94 apartments, 44 condominiums, approximately 14,500 square feet of commercial space and 273 parking spaces.  This site is located in the North End Neighborhood.

Point Defiance Zoo & Aquarium – 5715 North Animal Loop Road

The Point Defiance Zoo & Aquarium permits have been approved to allow construction of a new three-story, 35,000 square foot aquarium building at Point Defiance Zoo.  This site is located in the North End Neighborhood.

Proctor South – 3911 North 25th Street

The Proctor South building has been issued to allow a construction of a six-story, mixed-use building.  The building will include 136 dwelling units, 7,700 square feet of commercial space, and 141 parking spaces.  The site is located in the North End Neighborhood.

Amtrak at Freighthouse Square – 418 East 25th Street

The Amtrak at Freighthouse Square plans have been issued to allow demolition of 180 feet of Freighthouse Square and reconstruction of a new Amtrak Cascade Station.  A new passenger platform will be built on the south side of the tracks to allow loading and unloading on both tracks. The site is located in the New Tacoma Neighborhood.

  • East 25th Street Project:  As part of the Amtrak relocation project, East 25th Street will be converted to a one-way street.  A traffic study was completed and the end result will be an enhanced landscaped East 25th Street with widened sidewalks for pedestrians.

  • Tacoma Trestle Project: Construction is underway for replacement of the existing Sound Transit wooden trestle.  The one track wooden trestle will be replaced with a concrete dual track trestle.

Residential Infill Pilot Program

Residential Infill

The purpose of the Infill Pilot Program is to promote innovative residential infill development types, while ensuring that such development demonstrates high quality building and site design that is responsive to and harmonious with neighborhood patterns and character.


Status: The Handbook has been published and the City is now accepting statements of interest for this program.

Tacoma Mall Neighborhood Subarea Plan

Tacoma Mall Neighborhood

The 485-acre Tacoma Mall Subarea is important to people who live, work and shop in the area, and also in multiple ways to the City of Tacoma and the Puget Sound region as a whole.  This effort seeks to develop and promote a vision for positive growth and change within the Subarea. 

 

Status: Draft subarea plan and EIS are under development.

Joint Land Use Study – Joint-Base Lewis-McChord (JBLM)

This project will evaluate the findings and recommendations of the Joint Land Use Study for Joint-Base Lewis-McChord (JBLM) and evaluate strategies for addressing compatibility with the airport.

 

Status: Land Use Compatibility Analysis is underway.

The Links to Opportunity Program is a two-part effort to improve social and economic opportunity through planning for multi-modal mobility and economic development in communities along the Tacoma Link Expansion corridor.  This is a $2.5 million project funded by the Federal Transit Administration and City matching funds.

 

Status: In June 2017, a new Links to Opportunity office was opened on South 11th Street so the public can come and learn more about the project.

Proposed Surface Mining Project

The City issued a decision on the Conditional Use Permit - approved, with conditions, on August 18, 2017. The decision was mailed to the expanded notification area (2,500 feet from the boundaries of the port Manufacturing / Industrial Center) with an appeal/reconsideration period ending September 1. The City received four requests for reconsideration for the Director of Planning and Development Services and three appeals to the Hearing Examiner. PDS expects to have a decision on the reconsideration issued by the third week of September 2017, followed by a seven-day appeal period. The reconsideration requests must be responded to prior to the appeals being heard.
