Pillar 5: Enhance Training and Education

The objective of Pillar 5 is to increase officer awareness on institutional racism/implicit bias/cultural competency and de-escalation.  Mental Health trauma and crisis training.

5.1.1-Collaborate with the Citizen Police Advisory Committee and other stakeholders to develop a Community Trauma Response Team.



This is currently a community driven initiative and is no longer tied to Project PEACE.


5.1.2-Provide an eight-hour Crisis Intervention Training by the end of 2017 to all officers to more effectively respond to individuals with mental health issues.

  • In discussions with the Washington State Criminal Justice Training Commission (WSCJTC) on scheduling the 2017 training

  • Completed training for 50 officers
April 2017
  • Started the series of eight-hour Crisis Intervention Training classes for TPD members
May 2017 Forty-three officers have completed 40 hours and 82 officers have completed eight hours of Crisis Intervention Training
September 2017 To date, 70 officers have completed 40 hours of training; another 40-hour class is scheduled for October 2017



5.1.3-Re-evaluate the current training program to expand and address the following areas: Undoing Institutional Racism, Implicit Bias, Cultural Competency, De-Escalation, Mental Health Crisis Training, Procedural Justice, Expand and enhance Reality Based or Scenario Based Training.

TPD received two hours of online training on Procedural Justice

August 2016 City Council approved $200,000 in funding for Fair and Impartial Police Training and backfill
September 2016 Announced that all commissioned officers will receive eight hours of Fair and Impartial Policing Training by first quarter of 2017. Trainers have been identified and received the 'train the trainer' training from September 13-15, 2016.  Department-wide training began in November 2016.
November/ December 2016
  • Cultural Competency questions were incorporated in entry level and promotional oral boards 
  • Fair and Impartial Policing Police and Community Leaders Training – November 30-December 1 
  • Request was made and approved in the 2017-18 budget for the Advanced Training Officer position to assist the Department in curriculum development, incorporating all force tools in Reality Based Training Scenarios to include de-escalation/escalation through force continuum. (Will be filled in spring/summer 2017) 
  • Majority of commissioned officers have been trained in Fair and Impartial Policing
February 2017 

Began Fair and Impartial training for sergeants 

April 2017
  • Second half of Police and Community Leaders Training
  • Advanced Training Officer position has not been filled yet due to staffing levels
June 2017 97% of the department has completed Fair and Impartial Training-Makeups are scheduled for July
