Home In Tacoma - Phase 2: Implementation Is Underway

Work is underway on Home In Tacoma - Phase 2. This phase will implement the City's new housing growth strategy through zoning, standards, affordability and anti-displacement steps, and actions to support housing growth.  

 

City Council District Open House Meetings Set for May and June 2023

We are making progress on Home In Tacoma Phase 2 and are inviting you to join your Council Members and City staff for a Home In Tacoma Open House. You will have the opportunity to learn about what is being considered in Phase 2 and engage on key decisions. 

 

Here are the dates and locations for meetings in each Council District as well as a virtual meeting. All meetings will be from 6-8 PM and are free and open to all community members, including children and families. At the in-person meetings, snacks and refreshments will be provided, and you can drop by as long as you like. We hope to see

you at a meeting in your neighborhood.

  • District 4: Monday, May 22 at Stewart Middle School (5010 Pacific Ave.)
  • District 2: Thursday, May 25 at Meeker Middle School (4402 Nassau Ave. NE)
  • District 3: Thursday, June 1 at Tacoma Community House (1314 S. L St.)
  • District 1: Wednesday, June 7 at Tacoma Public Library Swasey Branch (7001 6th Ave.)
  • District 5: Thursday, June 8 at Tacoma Public Library Fern Hill Branch (765 S. 84th St.)

Regional Benchmarking Report Released

Middle housing zoning reforms are becoming more common nationwide. On January 4, 2023, the Planning Commission began review of a consultant report describing four cities in our region which changed their housing rules to support middle housing types. On May 16, 2023 the Tacoma City Council discussed the Home In Tacoma Project at the noon study session. The City Council also provided guidance on public engagement opportunities at the December 6, 2022 Study Session.

Planning Process 

Tacoma's Planning Commission provides oversight and guidance on planning initiatives and will make recommendations to the City Council on Home In Tacoma - Phase 2. Multiple City Commissions and Taskforces, as well as professional and community groups will share their expertise and perspectives along the way.

City Council

The City Council are our elected leaders vested with the responsibility of making important decisions for the future of our community. City Council Committees are appointed to focus more closely on specific issues. Housing Equity Taskforce

The Planning Commission and the Human Rights Commission have joined to form the Housing Equity Taskforce (HET) to provide focused input on equity and social justice considerations associated with housing. 

 

HET Home In Tacoma Recommendations - January 2021

 

The HET meets monthly on the second Thursday of each month at 11:30 AM. Meetings are open to the public.

HET Meetings are Currently on Pause 

As of June 2022, the Housing Equity Taskforce is on temporary pause to give time to update the membership and to develop a more specific scope of work. 

 

Home In Tacoma - Phase 1 Information

The City Council adopted a new housing growth strategy supporting middle housing citywide, along with policies calling for actions to ensure that housing growth meets multiple goals in December 2021. To learn more about Phase 1, see the information below.

Home In Tacoma - Phase 1

Home In Tacoma Phase 1 Adopted

The City Council took final action on Home in Tacoma Project - Phase 1 on December 7, 2021, through adoption of Amended Ordinance 28793.

 

The City Council's action adopted a new housing growth vision, updated housing policies, enabled Missing Middle Housing in Tacoma's neighborhoods, called for actions to ensure Tacoma gets housing growth right, and called for actions to make housing more affordable.

 

Ordinance 28793 also initiated Phase 2 - an initiative to develop zoning, standards and actions to support housing growth.

 

In addition, Ordinance 28793 adopted a package of near-term code changes and a Housing Action Plan guiding long-term efforts to better meet housing goals. 

 

What's in the Adopted Package?

Home In Tacoma Project - Phase 1 includes changes to the initial Planning Commission proposals recommended by the City Council Infrastructure, Planning and Sustainability (IPS) Committee on October 27, 2021 as well as changes made by the City Council at their December 1, 2021 Special Meeting.

Ordinance 28793 provides direction on Phase 2 implementation efforts and adopts the following components:
