Community and Economic Development Executive Profile

Mr. Ricardo Noguera hails from Brooklyn, NY where he completed his undergraduate studies while driving a yellow cab on the streets of New York.  He earned his Masters in City & Regional Planning at UC Berkeley.


Noguera has more than 27 years of experience in the “Community & Economic Development” profession, serving both as a project manager and for the past 18 years as a department head.  His diverse experience includes roles in various San Francisco Bay Area communities, Los Angeles, South Florida, the Central Valley of California, and for the past five years right here in the “City of Destiny”.


Noguera utilizes a unique and different approach in each community that is based on market conditions, physical availability of land and redevelopment opportunities, and most importantly community and political desires and needs.  His career has focused on “revitalizing ethnically and economically challenged communities” from San Francisco’s Mission District to East Palo Alto, North Miami, South Los Angeles, Visalia and Tacoma.  His expertise includes the recruitment of developers and investors; retention of large and corporate businesses; and facilitation and promotion of opportunities for small businesses and the revitalization of commercial corridors.  He has also gained significant experience here in Tacoma working with foreign investors on the convention center hotel, town center, and most recently with a Vietnamese developer to develop an infill mixed-use project on a City parking lot.  He has also worked closely with public sector partners including Metro Parks, Pierce Transit, State Department of Commerce and is looking forward to working with the State Department of Enterprise Services, Pierce County and non-profit agencies to reposition their assets to productive tax generating developments establishing a more robust and exciting Tacoma for generations to come.


Recent successes in Tacoma include: facilitating the Convention Center Hotel Project valued at $85 million; Town Center project on the City’s 6.4 acre site valued at $125 million; an infill mixed-use development on the City of Tacoma Library’s Parking Lot valued at $45 million; another 1,500 multi-family units scheduled to break ground in Downtown between 2017-2018; more than 3 million square feet of light industrial development in the Tide Flats; and ongoing pursuit of Class A Office development Downtown.  None of these accomplishments can occur without the collaborative approach with various City departments and external partners.
