Community and Economic Development Executive Profile

Ricardo Noguera hails from Brooklyn, N.Y., where he completed his undergraduate work before moving out to the west coast to pursue a master’s degree in city and regional planning from the University of California Berkeley.

Noguera has more than 22 years of experience in the community and economic development field, serving both as a project manager and for the past 14 years as a department head. His diverse experience includes roles in various San Francisco Bay Area communities, Los Angeles, South Florida and, prior to coming to Tacoma, Wash. in September 2012, five years in the Central Valley community of Visalia, Calif.

Noguera's approach consists of proactively and creatively facilitating private development and fostering an environment to promote investment in underserved markets. Over the past two decades, he has led the development of more than 3 million square feet of national retailers, including malls and power centers; more than two million square feet of office development; more than three million square feet of industrial and high-tech developments; and thousands of units of both market rate and affordable housing. He is very passionate about, and committed to, the community and economic development field.

Thus far in Tacoma, Noguera has led negotiations for the recruitment of State Farm to occupy more than 300,000 square feet of vacant “Class A” office space; secured lease with Bass Pro, a national fishing and sporting goods retailer; and led an assortment of business attraction and retention efforts throughout the city’s industrial district, downtown and neighborhood business districts. He looks forward to fulfilling the City Council and city manager’s vision and working alongside the various local stakeholders and City staff in the implementation of its Economic Development Framework Strategic Plan.
