2016 Annual Amendment

2016 Amendment Adopted

The City Council passed Amended Ordinance No. 28376 on August 16, 2016, adopting the 2016 Annual Amendment, as recommended by the Planning Commission, with amendments.  Posted below are the Amended Ordinance and a summary of the changes made by the Council:

    City Council Review 

    The Council conducted a public hearing on July 19, 2016 on the 2016 Annual Amendment as recommended by the Planning Commission.  Subsequently, on August 9, the Council conducted the first reading of ordinance for adoption, made some amendments to the ordinance by passing four motions, and set the ordinance as amended for the final reading on August 16.

  • Planning Commission Recommendations

    The Planning Commission completed its review process and made recommendations to the City Council on June 15, 2016, on the Proposed Amendments to the Comprehensive Plan and Land Use Regulatory Code for 2016.

  • Planning Commission Public Hearings

    The Planning Commission conducted two public hearings on May 4 and 18, 2016 on the Proposed Amendments to the Comprehensive Plan and Land Use Regulatory Code for 2016.  The hearing record was closed on May 25.  The Commission will review comments received at its meetings on June 1 and 15, and is scheduled to make a recommendation to the City Council on June 15.

    Applications for 2016 Annual Amendment

    As described in the Assessment Report approved by the Planning Commission on January 6, 2016, six applications are being considered this year:

  • Assessment of 2016 Applications (January 6, 2016) 
    1. Future Land Use Implementation - Phase 1
    2. Multifamily Design Standards
    3. Plan and Code Cleanup
    4. Wireless Facility Code
    5. Short Term Rentals and Bed-and-Breakfasts
    6. Sign Code Minor Amendments (This has been postponed.)

    Unlike in the previous annual amendment cycles, no private applications were accepted in July 2015 for the 2016 Annual Amendment.  At that time, the limited staffing resources were directed to completing the 2015 Annual Amendment process.

     

    Schedule

    The 2016 Annual Amendment cycle runs on a shorter, more compact timeline than the amendment cycles in previous years.  It began in December 2015 and is expected to be completed by July 2016.
