Fire Chief's Executive Profile

Fire Chief James P. Duggan is responsible for the management, direction, and control of the Tacoma Fire Department and its 389 employees.  His responsibilities include strategic planning and goal setting, organizing and overseeing all departmental operations and activities, preparing and managing the Tacoma Fire Department’s budget, formulating and executing departmental policies and procedures, and identifying and implementing departmental best practices and efficiencies.

Before being appointed to fire chief in 2012, Duggan served as an assistant fire chief for over six years, responsible for the Emergency Medical Services and Information Services divisions.  In addition, he managed projects, wrote several successful grant proposals, served as a faculty member for the department’s accredited paramedic training program, chaired the Pierce County Regional Hospital Divert Committee, chaired the Pierce County EMS Council, and was a member of the steering committee for the department’s successful accreditation effort.  He was the department’s first medical services officer after serving as a paramedic supervisor, fireboat pilot and firefighter.

Duggan is a Tacoma native and has been with the Tacoma Fire Department for over 30 years.
