Park Ave Traffic Calming and Bike Boulevard

This project focuses on Park Avenue between South 38th and 96th streets.

Creating Complete Streets

The goal of this effort is to reduce overall traffic speed and enhance pedestrian and bicycle mobility, in order to restore a sense of safety and community that the Park Avenue residents feel has been compromised as traffic volumes have increased over time. A second goal is to determine ways that beautification measures could be integrated to complement the traffic calming features and enhance the community. This project focuses on Park Avenue between South 38th and 96th Streets.

Background

In 2009, the Park Avenue neighborhood became a designated Community Based Services (CBS) area. Speeding was identified as a top neighborhood priority. Park Avenue was originally designed as an arterial which included a wide roadway and stop signs to give priority to cars on Park Avenue. Currently, Park Avenue is designated as a residential street, but still maintains some characteristics of an arterial street.

Recently, the City has worked with several CBS groups along Park Avenue to determine traffic calming solutions for this residential street. During the past few years, the neighbors have partnered with City of Tacoma Staff (including Traffic Engineering and Police) to gather data about this corridor. This included participating in the Neighborhood Speed Watch Program, reviewing accident history, and shared concerns at neighborhood meetings.

In April 2011, the group suggested various traffic calming devices (e.g. bulb-outs, traffic islands, speed humps, streetlighting, trees). The meeting consisted of dividing the group into each of the neighborhoods they represented and discussing concerns and solutions specific to their portion of Park Avenue.

Partnerships

Various City departments are partnering with the neighborhoods to utilize existing programs to help fund the first phase of the improvements. The following is a list of programs that are committed to partnering with the community, in addition to funds raised by the neighborhood.

  • Mobility Master Plan – Federal Grant for implementing bicycle boulevards

  • Urban Forestry Program – Street Tree NW
  • Environmental Services – Surface Water
  • Traffic Calming Program

The decision to construct any of the improvements identified will be dependent on the availability of funding, and ultimately decided by the City Council.
