Introduction

An updated Municipal Stormwater Permit was issued to the City of Tacoma on August 1, 2013, by the Washington State Department of Ecology under the Clean Water Act.  The permit requires that the City of Tacoma update its Stormwater Management Program as necessary to fully comply with permit conditions.  Major elements of the update will include updates to the Stormwater Management Program (SWMP), Stormwater Management Manual (SWMM), and City development codes and regulations.  Information about the Stormwater Program updates will be available at this website.
  

Stormwater Management Program Updates

The 2015 Stormwater Management Program Plan draft redline copy is complete and available to view. A brief summary of significant changes lists the updates organized by permit section. If you have comments on the 2015 SWMP Plan, please email them to us at SWMUpdates@cityoftacoma.org by March 6, 2015, to be addressed in the SWMP Plan update. Our collective efforts to protect our local lakes, streams and Puget Sound from the impacts of polluted runoff are making a difference.

Stormwater Management Manual Updates

A public meeting was held April 10, 2014 to discuss the proposed updates to the Stormwater Management Manual, Low Impact Development Code Updates, and updates to the Public Works Design Manual. Draft 2015 Stormwater Management Manual

The City of Tacoma is updating its Stormwater Management Manual (SWMM) to be equivalent to the 2012 Washington State Department of Ecology (Ecology) Stormwater Management Manual for Western Washington as required by the 2013 NPDES Phase I Municipal Stormwater Permit (Permit).  The City of Tacoma Draft 2015 SWMM was sent to the Washington State Department of Ecology (Ecology) on June 9, 2014 for equivalency review.

 

In developing the 2015 Draft SWMM, the City relied on input from internal City staff, City residents and developers and other professionals who work on projects that are subject to stormwater regulation within the City of Tacoma.

 

Attached is a link to the Draft 2015 SWMM submitted to Ecology and Response to Public Comments.

 

Per the Permit, Ecology has 90 days to respond to equivalency review.  Once the manual is deemed equivalent and the Tacoma Municipal Code has been updated to reflect the current manual requirements, the SWMM will be effective.  It is expected that the 2015 SWMM will become effective on or before June 30, 2015.  The City will provide trainings to outline the changes to the SWMM in 2015.  Please contact swmupdates@cityoftacoma.org with specific questions regarding the draft SWMM.

 

Development Code and Regulations

The NPDES permit requires that the City updates its codes and regulations to make Low Impact Development (LID) the preferred and commonly-used approach to site development.  The City will work with a stakeholder committee to develop the Low Impact Development Code.
