The Housing Division of the Community and Economic Development Department provides services and technical assistance in the planning and development of both the five year and annual action plans for housing and community development. The most recently approved five year plan for Tacoma is the 2010-2015 Consolidated Plan for Housing and Community Development for the Tacoma-Lakewood HOME Consortium. This document provides a consolidated framework for addressing housing, community and economic development and human service needs in Tacoma. The five year plan is required by the United States Department of Housing and Urban Development (HUD) to apply for funds from three federal programs that include the Community Development Block Grant (CDBG) program, the HOME Investment Partnership(HOME) program and the Emergency Solutions Grant (ESG) program.
In addition to the five year planning document, both Tacoma and Lakewood approve an annual action plan for directing the use of the federal funding. In May 2013, the Tacoma City Council approved the Consolidated Plan for Housing and Community Development - Annual Action Plan (AAP) 2013-2014. The plan directs the use of the aforementioned CDBG, HOME and ESG funds to eliminate blight or threats to public health and safety, to conserve and expand affordable and decent housing, expand economic opportunities and address human service needs.
