Who’s in Charge? 
The City of Tacoma’s Community and Economic Development Department LEAP Office oversees LEAP.  The LEAP Program Coordinator - Peter Guzman and Administrative Assistant - Debbie Chilton are responsible for the daily operations of the program. 

Peter Guzman has more than 16 years of experience in helping job seekers access training and support services that lead to employment opportunities in the construction industry. 

Peter works closely with the LEAP Advisory Committee (LAC) to develop an integrated workforce service delivery system for the construction industry in Pierce County. Its goal is to ensure that various organizations collaborate with each other so that job seekers and contractors get the services and support they need. 

With LEAP projects as the model, Peter will take the lead in managing the system, focusing on bringing together system partners to help citizens get training and jobs.

Community Partners

LEAP’s success depends upon the consistent involvement of the trade community. The Coordinator works closely with contractors and contractor associations, labor, community-based organizations, citizens, educational institutions, public agencies and City staff to help achieve LEAP's Mission.

The trade community also serves a valuable oversight role. The LEAP Advisory Committee (LAC) keeps the program on track with ongoing evaluation and performance monitoring. LAC members include representatives from labor, non-union contractors, Associated General Contractors (AGC), community-based organizations, community and technical colleges, Tacoma School District, Youth Building Tacoma, Pierce County and City of Tacoma.

Ultimately, LEAP is accountable to Tacoma’s citizens. A biennial report to the City Manager, Director of Public Utilities, City Council and Public Utility Board reports on the program’s progress.
